The player is encouraged to grind, unlocking more gadgets and skill points, and the map is therefor dotted with side content. While the unlockable protagonists and their abilities are all fun to use in some way, the game does not make use of them to their maximum potential. On the other hand, gameplay is a mixed bag. Nonetheless, most of the other jokes are witty and well-written, and major story missions often have rather charming cartoons that remind me of Archer, which so happens to be one of my all-time favourite shows.
One of the minor antagonist questlines is an extensive jab at Justin Bieber of all people, a dated and cheap target even back when this game came out. That being said, some of the parodies fall flat. The biggest positive is the comedy, which is much tighter than Saints Row, relying less on pop culture references and toilet humour, and more on clever dialogue and absurd non-sequiturs. Lots of people seem to be down on it, and I can see why, but I still mostly enjoyed it.
